Results Framework

 

Theory of Change reflects the complexities of achieving sustainable mobility and the broader ecosystem involved in meeting global targets at the highest level. SuM4All’s ultimate strategic goal is to transform the global transport system and achieve sustainable mobility. The SuM4All Theory of Change is a model of the global system and a roadmap to desired changes based on policy experience. The Theory of Change adapts its different levels to desired outcomes, pathways to and between progress markers, and a framework for measuring and communicating progress toward program goals. These different levels vertically connect the broader goals down to program activities and outputs.  

 

Each level and element of the Theory of Change has a linked set of indicators contained in the program’s Results Framework. The Results Framework will be used as the primary monitoring and evaluation tool to report and communicate program results and impact. Monitoring indicators are reported annually, and Results Framework values for the calendar year 2021 are included in this report.
