Global Roadmap of Action Toward Sustainable Mobility

What is the GRA? 

The Global Roadmap of Action Toward Sustainable Mobility (GRA) provides a catalogue of more than 180 policy instruments available to policymakers to achieve sustainable mobility (Catalogue of Policy Measures, (CPM)), along with a methodology to generate a coherent action plan and objective actions, using a Selection algorithm.   

The GRA Report is complemented by 6 policy papers (Universal Rural Access, Universal Urban Access, Gender, Efficiency, Safety, and Green Mobility), a private consultation summary paper, and an online, Policy Decision-Making Tool for Sustainable Mobility 2.0  

The Catalogue of Policy Measures was updated in 2022

What is unique about the GRA? 

  • First-ever effort to look at what it takes to achieve sustainable mobility, irrespective of the mode of transportation; too often in the past, policy programs and action plans were devised with one policy goal in mind, resulting in incremental progress in transport systems.  

  • Defines a path forward for countries depending on how close they are to the sustainable mobility target.   

  • Embodies the collective knowledge of 55 international organizations, 180 experts, and feedback received from more than 50 decision-makers in cities and countries including transport ministers, city mayors, public transport operators, and 25 large private corporations. 

What is next? 

  • Refine the Catalogue of Policy Measures (CPM), with additional guidance on implementing selected policies and case studies. In 2022, the focus will be on policy instruments for road safety, public transport, freight and logistics, and gender.  

  • Develop a self-paced course on improved public decision-making in transport, and the use of the GTF, CPM and other tools which will be available on the World Bank’s Open Learning Campus.  

  • Application of the tools and pilot implementation of various policy instruments in specific country and city contexts (demonstration projects).
